Industrial Waterpark was designed as a change-of-pace experience, presenting big open areas to explore and hunt for secrets, with ample spaces to play with the full power of the character's movement kit, and an engaging combination of environmental hazards and combat encounters within the level's platforming challenges, after the mostly linear, enclosed and claustrophobic previous levels in the chapter.

The difficulty goal for this level was to deliver demanding and complex challenges while also providing several different approaches for players to tackle them, depending on their preferred play styles.
